QWTN Launches as the UK's First Free Digital WTN Platform

QWTN (QWTN - Waste Notes & Compliance), available at www.qwtn.co.uk, has launched as a free digital platform for producing Waste Transfer Notes (WTNs) in England and Wales. The service allows waste producers, carriers, and contractors to create a fully compliant WTN — including both-party e-signatures and cloud storage — without paperwork, spreadsheets, or specialist software.

With DEFRA's Digital Waste Tracking mandate rolling out from October 2026, QWTN is already ahead of the curve. As a participant in DEFRA's digital waste tracking API beta programme, QWTN is embedded in the technical development of the new national system, ensuring customers on the platform will be automatically compliant when each phase of the mandate comes into force — with no action required on their part.

“Paper WTNs haven't changed in decades, but the compliance risk has never been higher. QWTN gives carriers and businesses a better way to handle their duty of care — fast, legally valid, and completely free for one-off notes.”

— QWTN Team

Who Needs a Waste Transfer Note?

Under the Waste Duty of Care, any business or individual that produces, carries, or transfers controlled waste in England or Wales is legally required to hold a signed WTN for every transfer. Both the waste producer and the carrier share responsibility. WTNs must be retained for at least two years and produced within seven days on request. Failure to comply carries an unlimited fine.

QWTN is designed for:

  • Waste carriers and skip hire companies
  • Builders, contractors, and tradespeople
  • Landlords and property managers
  • Landscapers, decorators, and fit-out teams
  • Restaurants, offices, garages, healthcare practices, and retail premises
  • Any business that generates, moves, or receives controlled waste

What QWTN Provides

Ahead of the DEFRA Digital Mandate — and Already Inside It

DEFRA's Digital Waste Tracking (DWT) service is being rolled out in two phases. Phase 1, mandatory from October 2026 for licensed and permitted waste receiving sites in England, Wales, and Northern Ireland, requires all waste receipts to be recorded digitally — primarily via the DEFRA “Receipt of Waste” API. Phase 2 extends the mandate to waste collectors, carriers, brokers, and dealers, with a private beta from autumn 2026, public beta from spring 2027, and full mandation from October 2027.

QWTN is a participant in DEFRA's digital waste tracking API beta programme, working directly with the technical group developing the Receipt of Waste API. This means QWTN is integrated into the development process from the ground up, tracking every regulatory and technical change as it happens.

Waste crime costs the English economy over £1 billion per year. Improved digital record-keeping and end-to-end traceability are central to the Government's enforcement strategy, and QWTN's involvement in the beta programme puts its customers ahead of every deadline.
