Under the Waste Duty of Care, both you and your carrier share legal responsibility. Your carrier usually prepares the note, but as the waste producer you must check it, sign it, verify the carrier is registered, and keep your copy for at least 2 years. If you can't produce a signed WTN when asked, the fine is unlimited.
Checking a WTN takes seconds. A prosecution doesn't.

Regulation 35 of the Waste (England & Wales) Regulations 2011 explicitly permits electronic waste transfer notes with electronic signatures. Paper is optional, digital is compliant.
