Under the Waste Duty of Care, both you and your carrier share legal responsibility. Your carrier usually prepares the note, but as the waste producer you must check it, sign it, verify the carrier is registered, and keep your copy for at least 2 years. If you can't produce a signed WTN when asked, the fine is unlimited.
