The mandate

What is the DEFRA digital
waste tracking mandate?

The Environment Act 2021 gave DEFRA the power to mandate digital waste tracking for all businesses that produce, carry or receive controlled waste in England to record waste movements digitally through the DEFRA Digital Waste Tracking Service.

The mandate applies across England and covers all controlled waste, from commercial and industrial waste to construction and demolition materials. Every time waste moves from one site to another, that movement must be digitally logged.

The service launches in April 2026. Mandatory use begins October 2026 for waste receiving sites and October 2027 for waste carriers. Paper-only processes will no longer meet the requirement once the mandate applies to your business type.
